I got an 'TYPE_E_CANTLOADLIBRARY' error
This problem should be solved by repair Outlook.
Go to App & Features -> Microsoft Office... -> Click Modify then Repair.
If that did not help you, you should try fix register key, Go to Regedit via Run..
HKCR\Typelib\{00062FFF-0000-0000-C000-000000000046}. There should be a version subkey.
If there is more than one version subkey (which is possible if you removed a newer version of Outlook) you should remove the one that refers to the version not installed.
Note that you need administrative privileges for this operation.
